POSITION SUMMARY:

Reporting to the Director of Research Administration the Finance Reporting Accountant IV is responsible for management of the day to day financial, pre-award, and post-award sponsored program activities for Steward’s Office of Research Administration

KEY RESPONSIBILITIES:

Financial Management:

  • Develop policies and procedures relative to all financial directives of the organization.
  • Manage all financial aspects and operations including but not limited to
    • Management of financial accounting
    • Internal controls, and reporting systems
    • Preparation of financial reports
    • Annual budget and year-end financial statements
    • Management of disbursements and payroll
    • Financial analysis
  • Cash management; and coordination of all financial audit activity.
  • Oversees invoicing, accounts receivables, deposits in the financial system and ensures payments are applied.
  • Work with departments within the organization to support financial and budgeting issues related to internal operations

Sponsored Programs Administration:

  • Work directly with investigators on preparation of clinical trials and grant proposals for submission to federal agencies, private agencies, foundations and commercial entities including:
    • Providing expertise on protocol, regulations and guidelines pertinent to the sponsor and Steward.
    • Monitor all applicable regulatory requirements, commitments, and timelines to ensure compliance within Steward.
  • Provide project management support for all post-award activity on research grants, contracts and subcontracts.
  • Subject matter expert in providing assistance to researchers in interpreting award terms and conditions and maintaining best financial practices to assure compliance with policies and procedures, sponsor requirements, and the relevant laws and regulations.
  • Assist with post-award training and educational outreach initiatives to researchers and departmental staff.

  • Train and supervise employees of the department.
  • Assists with other Research Administration tasks as required or requested.

REQUIRED KNOWLEDGE & SKILLS:

  • Demonstrated knowledge and experience in: non-profit accounting; financial management; payroll; budget systems; auditing procedures, laws, rules and regulations; preparation of financial statements, which includes analyzing, recording, and reporting financial transactions; and interpreting Generally Accepted Accounting Principles (GAAP).
  • Experience developing, implementing, and monitoring financial reporting and internal control policies and procedures at the organizational level.
  • Skill in the principles of risk management, assessment and statistical sampling techniques as it relates to an internal control and financial reporting framework.
  • Skill in establishing and maintaining effective working relationships with individuals in the organization, state and federal government agencies as well as various internal and external auditors.
  • Demonstrated post-award financial management experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements is required.
  • Demonstrated pre-award management experience including knowledge of federal funding sources and the RFP process; budget preparation; and experience with proposal development with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements is required.
  • Knowledge of federal regulations, policies, procedures, circulars, laws applicable to grant contract activity, in particular the PHS and NIH Grants Policy Statements, as well as, familiarity with federal and non-profit regulations, policies, procedures, including OMB Circulars and Federal Acquisition Regulations is required.
  • Demonstrated ability to establish priorities, manage multiple tasks with changing deadlines in a fast-paced environment. Must exhibit initiative, discretion, tact and good independent judgment.
  • Excellent analytical and quantitative skills, as well as writing, interpersonal, intercultural, interpretative, forecasting, and communication skills are essential.
  • Must have excellent organizational skills, a sense of urgency and be extremely detail oriented.
    Demonstrated ability to promote quality customer service, compliance, administrative efficiency and innovation, teamwork, and open channels of communication.

EDUCATION/EXPERIENCE/LICENSURE/TECHNICAL/OTHER:

  • Minimum of seven (7) years of experience in progressively responsible accounting, finance and sponsored projects management positions.
  • Bachelor’s degree or equivalent experience in accounting, business, finance or similar area relevant is required. Master's Degree (MBA, Master of Public Administration, or related area) or advanced degree is highly desired.
  • Certified Research Administrator (CRA) preferred
  • InfoEd, FastLane is preferred.
  • Advanced computer skills, including facility with the internet, and proficiency with programs such as

Access, Word, Excel and Adobe Acrobat is required.
